Deck overview

This is a Simic partner-deck built around the Mutant Ninja Turtle commanders Donatello, the Brains and Michelangelo, the Heart. The core strategy is to attack with Michelangelo, the Heart to generate Food and +1/+1 counters, while Donatello, the Brains converts every token-creation event into an extra Mutagen token. Those Mutagen tokens become the deck's primary resource: they pump creatures, feed Rise and Shine as an overload finisher, and accumulate counters toward Simic Ascendancy. The 99 is dense with redundant counter multipliers and Mutagen token producers, so the deck plays a grindy midrange beatdown game rather than a fast combo game. The most common wins are a giant unblockable commander via Rogue's Passage or Turtle Lair, an overloaded Rise and Shine turning a stockpile of artifact tokens into a lethal board, or an outright Simic Ascendancy trigger.
