Deck overview

Urza, Lord High Artificer pilots a mono-blue artifact-combo deck that aims to flood the board with cheap artifacts, use Urza to convert every artifact into mana, and then break parity with a compact infinite-mana engine. The primary kill is Isochron Scepter imprinting Dramatic Reversal: with Urza and three artifacts (or Sol Ring plus Voltaic Key), the loop produces infinite mana, and Urza's {5} activation digs to Walking Ballista for the actual damage. The deck also carries a strong combat fallback - Cyberdrive Awakener turning the artifact board into 4/4 fliers, Myr Battlesphere, and Master of Etherium - and a deep tutor/draw suite in Whir of Invention, Fabricate, Merchant Scroll, Muddle the Mixture, Mystic Forge, and Sensei's Divining Top. It is a high-consistency, high-interaction combo deck that can also win through raw artifact beatdown when the combo is disrupted.
