Bracket: 3

Deck overview

Hakbal of the Surging Soul helms a Simic Merfolk tribal deck that uses his combat explore trigger to grow the board while drawing and playing lands. The primary plan is evasion plus lord pressure: islandwalk, unblockable one-drops, and Herald of Secret Streams make a counter-laden team hard to block. Wanderwine Prophets acts as a hidden extra-turn finisher, and Simic Ascendancy offers an alternate counter-based win. Hakbal is the central engine, but Merrow Reejerey, Kindred Discovery, and Svyelun keep the deck functioning if he is removed. No double-faced commander exists; all lines point to the single-faced Hakbal.
