Grand Arbiter Augustin IV leads a U/W stax-control build that converts his double tax/discount into a slow, layered lock. The primary plan is to land him early, stack cast taxes (Sphere of Resistance, Thorn of Amethyst, Thalia, Chancellor of the Annex) and pillowfort effects (Propaganda, Ghostly Prison, Sphere of Safety), then close with Azor's Elocutors or a twice-cast Approach of the Second Sun. The commander is the mana engine and tax hub, not a beatdown threat; there is no hidden commander and no registered infinite combo. Without GAAIV the plan remains playable, but every spell costs more and the finishers come online noticeably later.
