Deck overview

Soulherder leads an Azorius value deck whose primary plan is to blink cheap creatures for card advantage and counters. Soulherder is the commander, engine, and main finisher: each exiling blink grows it, and it turns end steps into a repeatable draw/tempo spell. The deck's secondary path is to assemble Peregrine Drake plus an ETB recursion mage with Displace or Momentary Blink to create explosive mana or an oversized Soulherder. There is no hidden commander; the sagas and MDFCs in the 99 are just value pieces. The deck wins mainly by equipping Soulherder with Whispersilk Cloak or Aqueous Form and dealing 21 commander damage, with flying beats and Stonehorn Dignitary combat skips as backup.
