Deck overview

This mono-blue artifact deck is a draw-and-cheat engine built around Lady Octopus, Inspired Inventor. It uses cheap cantrips and counterspells to grow her ingenuity counters, then taps her to cast oversized artifacts like Portal to Phyrexia and Mindslaver for free. Urza, Lord High Artificer, Master Transmuter, Wondrous Crucible, and Mystic Forge form a parallel cheat/value engine that keeps the deck relevant if the commander is answered. The primary win is a mid-game mass attack: Simulacrum Synthesizer and Urza's Construct tokens grow large, then Cyberdrive Awakener animates every noncreature artifact and gives flying. It has no compact infinite combo, so it wins through incremental artifact advantage and one big combat step. A hidden Urza build-around runs beneath the commander.
