Deck overview
This is a dedicated mill deck helmed by Phenax, God of Deception, built entirely around the most redundant card in the format: 35 copies of Persistent Petitioners. The plan is to flood the board with Advisors, then use Phenax's God ability to tap each one for three cards of mill per turn. The commander's 4/7 indestructible body makes him a durable engine, though he only becomes a creature once devotion to blue and black reaches seven - a real constraint the deck must track. Secondary mill comes from Altar of the Brood, Psychic Corrosion, and Nephalia Drownyard, with Duskmantle Guildmage converting milled cards into life loss for a burst finish. Card flow is generated by Sphinx of the Chimes (which turns duplicate Petitioners into draws), Staff of Nin, and assorted instant draw spells. This is a slow, grindy inevitability deck with almost no interaction and a heavy reliance on the command zone.
