Talrand, Sky Summoner leads a mono-blue spells-matter deck that turns every instant and sorcery into a flying Drake. The primary plan is to land Talrand early, chain cheap draw spells and interaction, and use the Drake horde to close the game. Secondary paths are the backup engines Hermes, Overseer of Elpis and Archmage Emeritus, plus the commander-independent infinite-mana combo of Deadeye Navigator with Peregrine Drake, finished by Stroke of Genius. Talrand is not a combo piece; he is the value engine that makes the whole deck work. There is no separate hidden commander - the deck is built around Talrand, with the Drake/Deadeye line as the faster kill.
