Commander: The Fifth Doctor and Susan Foreman

Bracket: 3

Deck overview

This is a Bant "tap/untap matters" value deck helmed by the Doctor's companion pair of The Fifth Doctor and Susan Foreman. The Fifth Doctor is the engine: at each end step it puts a +1/+1 counter on every creature that didn't attack or enter that turn and untaps them, while Susan Foreman is a mana dork and planeswalk facilitator. The 99 is built around two interlocking themes: a dense package of "whenever this creature becomes tapped" triggers (Fallowsage, Mechan Navigator, Gran-Gran, Wylie Duke, Atiin Hero, Tui and La, Moon and Ocean) and a fleet of Vehicles to crew, generating cards, mana, and board presence every turn cycle. Backup untap engines in Drumbellower, Captain America, Living Legend, and the Prop Room half of Dazzling Theater // Prop Room double the trigger volume. The deck wins through combat - a growing, counter-boosted Vehicle board plus permanents cheated into play by N'Yami-Class Mother Ship and Mole Module, and stolen via Possession Engine and Cybership.
