Deck overview

Hakbal of the Surging Soul pilots a Merfolk +1/+1 counter deck built around repeatable explore triggers. The primary plan is to curve cheap Merfolk into Hakbal, then use combat explores to grow the board, stock the graveyard, and cheat extra lands into play. Secondary lines are a Merfolk-token control package (Hexcatcher, Lullmage Mentor, Counterspell) and the Wanderwine Prophets/Deeproot Pilgrimage loop for infinite turns. Hakbal is the accelerant rather than the finisher; the deck wants wide, buffed Merfolk with flying, islandwalk, and unblockable effects. Emperor Mihail II acts as the closest thing to a hidden commander, generating tokens and casting Merfolk off the top.
