Deck overview

Memnarch is a mono-blue artifact-theft deck. The principal line is to use mana rocks and cost reducers to assemble an infinite-mana engine-Grand Architect plus Pili-Pala, or Isochron Scepter with Dramatic Reversal-then cast Memnarch, turn every opposing permanent into an artifact, and take control of the board. Secondary paths use Walking Ballista or Staff of Domination as direct outlets, with card draw and artifact tutors (Fabricate, Whir, Reshape, Scour for Scrap) finding pieces. Memnarch is the finisher and board-lock piece rather than an engine; the artifact combo shell can operate without him. No hidden commander: the deck is built around Memnarch's permanent-conversion theft.
