Deck overview

Vivi Ornitier is the sole focus and no hidden commander substitutes for her. The deck builds a low-to-the-ground Izzet storm shell: cheap cantrips, fast mana, and free interaction grow Vivi, and each noncreature spell drains the table while Vivi's {0} ability converts her power into mana. Secondary paths use Underworld Breach plus Brain Freeze and Wheel of Fortune to mill everyone out, or Hullbreaker Horror with Sol Ring, Mana Vault, and Mox Amber to loop spells. Niv-Mizzet, Visionary and Harmonic Prodigy multiply Vivi's damage and card draw. The commander is an engine, not a hard requirement; the combo lines can function without her.
