Deck overview

The deck is a Jeskai suspend build centered on The Tenth Doctor, who exiles a nonland card on attack and turns it into a suspended spell, while Rose Tyler grows with the same time counters. The primary plan is to attack early, strip time counters with redundant time-travel effects, and cast huge suspended threats for free. Secondary paths use The Face of Boe as a hidden commander to suspend from hand, Kate Stewart to pump a wide team, and Regenerations Restored or The War Doctor as alternate payoffs. There is no double-faced commander; the deck is fully built around The Tenth Doctor's suspend engine and Rose Tyler's companion payoff.
