Katara is a value draw commander, but this is a mono-blue combo-control deck whose hidden commander is Jace, Wielder of Mysteries. The engine is Isochron Scepter + Dramatic Reversal to make infinite mana, then Displacer Kitten repeatedly flickers Jace, resetting his loyalty so +1 mills two and draws one until the library is empty; Jace then wins on a draw, with Thassa's Oracle as a backup final check. Katara accelerates the dig by turning instant-speed interaction into experience counters and extra attack draw. Secondary plans are Hullbreaker Horror bounce value and stax pressure from Back to Basics and Harbinger of the Seas.
