Deck overview

Mono-blue Minn engine that draws multiple cards per turn to create Illusions, then sacrifices them to cheat permanents into play. The primary line assembles Minn, Meloku, Ashnod's Altar and Blasting Station/Altar of Dementia for infinite damage or mill; a secondary self-mill package (Jace/Laboratory Maniac + Thought Lash) and Triskaidekaphile offer alternate wins. The deck leans on looting wizards, a compact transmute/wizard/artifact tutor suite, and countermagic to protect the chain. Sakashima of a Thousand Faces can copy Minn as a second engine. A resolved Stony Silence or Null Rod is difficult to beat because the list has no maindeck artifact/enchantment removal.
