This is a Golgari deathtouch tribal deck helmed by The Serpent Society, whose death trigger - whenever another deathtouch creature you control dies, each opponent sacrifices a nontoken creature - converts the deck's natural chump-blocking and sacrifice patterns into a relentless edict engine. The 99 is packed with 40+ deathtouch bodies, from 1-drop Bilious Skulldweller to Vampire Nighthawk, backed by a deep recursion package (Meren of Clan Nel Toth, Body Launderer, Isareth the Awakener) and a suite of drain engines (Poison-Tip Archer, Bastion of Remembrance, Arnyn, Deathbloom Botanist).
