Deck overview

Ultimecia, Time Sorceress is a Dimir self-mill transform deck rather than a fast combo deck. The front face is the main engine: its enter and attack surveils fill the graveyard, and the deck's biggest moment is paying eight at an end step to flip into Ultimecia, Omnipotent for one extra turn. The back face is the payoff, not a separate hidden commander. The rest of the deck mills or surveils, protects that transform turn, and runs a Villain / creatures-leaving-battlefield attrition plan using Vela, the Rat Kings, and graveyard theft. Secondary win paths are evasion beatdown and a slow-milling angle with The Water Crystal, but the game finishes through several combat-drain cycles, not one quick burst.
