Deck overview

Bilbo, Fellow Conspirator is a Food-and-Treasure value engine that asks you to make Food repeatedly and use those artifacts to ramp, gain life, and build a wide Halfling board. The primary plan is to flood the battlefield with Food and Halfling tokens, then end the game with Pippin, Warden of Isengard's +3/+3 haste overrun plus Motivated Pony or a Devour creature such as Feasting Hobbit. Secondary lines are Ring-temptation kills with Frodo, Sauron's Bane, and the long-game Bilbo, Birthday Celebrant life-total tutor. There is no true hidden commander, but Bilbo Birthday Celebrant is a strong build-around; Frodo is an alternate closer.
