Deck overview

This is a Bant tap/untap Vehicles deck built around The Fifth Doctor and Susan Foreman. Susan provides early green ramp; Fifth Doctor adds +1/+1 counters and untaps creatures that didn't attack or enter, enabling "whenever this becomes tapped" triggers. The deck turns its creatures into mana dorks with Enduring Vitality, Cryptolith Rite, and Song of Freyalise, then uses Vehicles as repeatable tap outlets and combat finishers. It wins through a counter-grown flying alpha strike, with Abzan Falconer granting flying and The Thanos-Copter making all Vehicles artifact creatures. Kami of Whispered Hopes plus Vigean Graftmage is an optional infinite-untap engine. There is no hidden commander; the paired commanders are the engine.
