Deck overview

This is a Sultai self-mill "graveyard-as-second-hand" value deck helmed by Teval, the Balanced Scale. Nearly every card in the 99 either puts cards into the graveyard (Stitcher's Supplier, Ripples of Undeath, Nyx Weaver, Hedron Crab, Grisly Salvage), plays or reanimates cards from it (Muldrotha, the Gravetide, Meren of Clan Nel Toth, Reanimate, Living Death, Conduit of Worlds, Afterlife from the Loam), or profits from cards leaving it (Kheru Goldkeeper, Teval's Judgment, and Teval's own token trigger). The deck attacks on two axes: a midrange beatdown plan of reanimated flyers (Colossal Grave-Reaver, The Scarab God, Wonder-gifted swarms) and a late-game finish via Jarad, Golgari Lich Lord sacrificing a Lord of Extinction to drain the table, or the infinite Gravecrawler treasure/drain loop with Kheru Goldkeeper. Teval accelerates both with attack-trigger milling and land recursion, but the 99 functions fine as a classic Sultai graveyard goodstuff pile without her.
