Deck overview

Millicent, Restless Revenant is an Azorius Spirit-tribal deck that converts cheap Spirit bodies into a discounted commander and a growing airborne army. The primary plan is to deploy early Spirits, cast Millicent for a low cost, then attack with lords, token doublers, and anthem effects while Millicent keeps generating 1/1 Spirit tokens. Secondary paths include Donal, Herald of Wings copying nonlegendary fliers, Anduril generating extra attackers, and a counterspell/protection shell that protects the critical mass. The deck closes with Moonshaker Cavalry or Akroma's Will to turn a wide board into lethal damage. It is moderately commander-dependent, since Millicent's token production and affinity greatly accelerate the plan, though other engines still function.
