Deck overview

Arcum Dagsson is a mono-blue artifact-tutor prison/combo deck. The primary plan is to land Arcum, give him haste or untap effects, and repeatedly sacrifice cheap artifact creatures to put noncreature artifacts directly onto the battlefield. The usual win is a lock of God-Pharaoh's Statue plus Possessed Portal, often backed by Darksteel Forge; a cleaner but less reliable lock is Mycosynth Lattice with Karn, the Great Creator. A secondary combo path uses Chromatic Orrery, Staff of Domination, untap pieces, and Walking Ballista as the finisher. There is no hidden commander; the deck is built around Arcum's repeatable tutor ability.
