Deck overview

This is a pure meme deck: 99 basic Mountains and a single vanilla-ish commander, The Whizzer, Classic Speedster. The entire game plan is to cast the 3/3 first-strike haste commander on turn four and attack every turn thereafter, grinding out 3 damage (or 3 commander damage) per swing. There is no ramp, no draw, no interaction, no recursion, and no alternate win condition anywhere in the 99 - the deck is the definition of a one-card plan. The Whizzer is simultaneously the only threat, the only engine, and the only win condition; if it is removed, countered, or wiped, the deck literally has nothing left to do but play Mountains. It wins, if it ever does, purely through commander damage attrition over twenty-plus turns.
