Deck overview

This mono-blue deck uses Matoya, Archon Elder to turn every scry and surveil into extra cards. You control the table with an unusually dense counter and bounce suite, then win by milling opponents out. Enchantments like Psychic Corrosion, Jace's Erasure and The Water Crystal turn your constant drawing into mill, amplified by The Water Crystal's extra four cards. Matoya is your primary engine, supported by Curator of Mysteries, Hermes and Palantir of Orthanc. Secondary wins come from two slow infinite loops: Hullbreaker Horror with Sol Ring for infinite mana and bounces, and Curator + Matoya + Mind Over Matter for infinite draw and untaps, both feeding the same mill outlets.
