Cadira, Caller of the Small leads a GW token swarm that uses her combat trigger as an exponential multiplier. The primary plan is to create a critical mass of Rabbit/Soldier tokens, connect with Cadira to double/triple the board, then break through with +X/+X pump and trample effects. Secondary paths rely on populate, anthem, and token-copy value from Caretaker's Talent, Intangible Virtue, Queen Allenal, and Second Harvest. Cadira is the engine and main win condition; there is no hidden commander in the 99. The deck can still win without Cadira through wide token beats and landfall-generated attackers, but her trigger is the fastest route by far.
