Deck overview

This is a mono-blue spellslinger/control deck built around Eluge, the Shoreless Sea. Eluge places flood counters on lands - turning them into additional Islands - and makes the first instant or sorcery each turn dramatically cheaper. The deck leverages that discount to chain draw spells and extra-turn effects, then closes through drake-generating payoffs or an infinite Isochron Scepter/Dramatic Reversal loop. Talrand, Sky Summoner and Alandra, Sky Dreamer turn spell velocity into flying threats, while Hullbreaker Horror and Capsize offer a hard-lock route. A dense instant-speed shell of counterspells, bounce, and mass return effects buys time, with High Tide and untap spells producing explosive mana. Eluge is an enabler rather than a combo piece: existing flood counters persist if the commander leaves, and the 99 contains all of the deck's deterministic win lines.
