Commander: Phelia, Exuberant Shepherd

Bracket: 3

Deck overview

This deck is a mono-white flicker/value strategy built around Phelia, Exuberant Shepherd. The core plan is to attack with Phelia each turn, using her trigger to exile a key nonland permanent and return it at end step, generating repeated ETB value. The 99 is packed with creatures that draw cards, make tokens, or ramp on entry-Spirited Companion, Priest of Ancient Lore, Solemn Simulacrum, Kor Cartographer, Reverent Hoplite, and Evangel of Heliod. Panharmonicon doubles those triggers, and flicker spells like Ephemerate and Flicker of Fate provide additional copies of the effect. The deck wins by overwhelming the table with a wide token army, then pumping it with Moonshaker Cavalry or Mace of the Valiant. It is a patient, value-oriented deck that accrues incremental advantage until it can deploy a game-ending finisher.
