Deck overview

This is a mono-blue control-combo deck helmed by Baral, Chief of Compliance, built to dominate the stack and assemble a compact infinite-mana loop. The primary plan is to use Baral's cost reduction and looting to churn through the library while a dense counterspell suite keeps the board clear. The win condition is Dramatic Reversal + Isochron Scepter with enough mana rocks to generate infinite mana, then sink that mana into Blue Sun's Zenith to draw the entire deck and finish with Thassa's Oracle. The deck can also win by exiling its own library through self-mill lines (Drown in Dreams, Codex Shredder recursion). Despite Baral being a key value engine, the combo lives entirely in the 99, and the deck can operate at a high level even if Baral is repeatedly answered.
