Deck overview

The Mindskinner commands a pure mono-blue mill strategy: its unblockable 10/1 body converts every successful attack into ten cards milled from each of the three libraries. The 99 splits into two complementary halves - a grind package of draw-trigger enchantments (Psychic Corrosion, Teferi's Tutelage, Sphinx's Tutelage, Drowned Secrets, Memory Erosion, Court of Cunning) that turns each cantrip or Flow of Knowledge into table-wide milling, and a burst package of mass-mill sorceries (Traumatize, Maddening Cacophony, Fractured Sanity, Cut Your Losses, Increasing Confusion) that ends the game once libraries are chipped. A draw-go shell of seven counterspells, Pongify, Aetherize, Dissipation Field, and Propaganda keeps the commander alive and the board clear. The cleanest kill line is Fraying Sanity into a half-library spell; alternately, the deck refuels under double mill enchantments until every library empties.
