Deck overview

This mono-blue control deck uses enter-the-battlefield triggers, blink effects, and tap/stun mechanics to dictate the pace of the game. Led by Jill, Shiva's Dominant // Shiva, Warden of Ice, the deck uses its commander early for cheap tempo bounces and mid-game tap-down control. Defensive tools like Frozen Aether, Propaganda, and stun counters protect your life total and buy time. Meanwhile, draw engines such as Candlekeep Sage, Dour Port-Mage, and Mulldrifter dig through the library for combo pieces. The primary win condition centers on generating infinite mana with Deadeye Navigator or Archaeomancer loops alongside Peregrine Drake. Once you produce infinite mana, you can blink Aether Channeler to draw the library and make infinite tokens, while using Venser, Shaper Savant to return all opposing permanents and lands to hand. This creates a complete lock and closes the game immediately.
