Deck overview

This mono-blue control deck commands the icy tempo of Jill, Shiva's Dominant // Shiva, Warden of Ice to freeze opposing boards and out-value the table. The strategy centers on tapping down opposing threats, applying stun counters, and repeatedly blinking enter-the-battlefield permanents. In the early game, the deck establishes mana velocity through artifacts like Sapphire Medallion and Sol Ring, utilizing Jill's entry trigger to bounce problematic nonland permanents. Mid-game engines like Candlekeep Sage, Verity Circle, and Thassa, Deep-Dwelling generate continuous card advantage while spreading stun counters via Seasoned Cryomancer and Succumb to the Cold. Onset occurs around Turn 6 when high-end closers like Fear of Sleep Paralysis create permanent creature locks, Hullbreaker Horror seizes stack control, or Jill transforms into Shiva, Warden of Ice to tap all opposing lands. The deck seals victory across subsequent turns through unblockable combat damage and Mjölnir, Storm Hammer burn.
