Format: Commander

Commander: Baral, Chief of Compliance

Bracket: 3

Deck overview

Baral, Chief of Compliance leads a mono-blue permission/control deck that uses the commander's cost reduction and counter-triggered looting to keep the stack clear while converting draw spells and counters into a token army. Talrand, Sky Summoner, Guile, Niblis of Frost, Ominous Seas, and Rise from the Tides are the payoffs; Runechanter's Pike and Bilbo, Thief in the Night turn a spell-heavy graveyard into combat damage. There is no hidden commander: the deck is built squarely around Baral's discount, with Talrand as the most important non-commander payoff. It has no combo and no fast mana, so the plan is to out-draw and out-counter opponents, then close with flyers and zombies.
