Deck overview

This is an Izzet spellslinger burn deck helmed by Vivi Ornitier. Every noncreature spell grows Vivi with a +1/+1 counter and pings each opponent for 1, while Vivi's once-per-turn mana ability converts that power into burst blue/red mana to chain more spells. The 99 backs this with a dense suite of "cast payoff" pingers (Guttersnipe, Firebrand Archer, Electrostatic Field, Fiery Inscription, and friends), classic Niv-Mizzet draw-damage loops, and a cantrip-heavy package to keep the engine fed. Primary wins come from table-wide noncombat burn once several pingers are online, or from assembling a Niv-Mizzet + draw-trigger aura/soulbond combo for infinite damage. Secondary paths include big X-spells (Devil's Play, Rolling Thunder) and recursive value from flashback and treasure generation. The deck plays as a mid-game storm-adjacent burn deck that turns every instant and sorcery into reach.
