Deck overview

Katara, Waterbending Master is a draw-go commander whose entire game plan is built around casting spells on opponents' turns. Each instant you fire on someone else's turn adds an experience counter, and Katara converts those counters into a massive looting draw when she attacks - the hand-refill scales with how disciplined you were about holding up mana. Around her, the list is a dense mono-blue control shell: roughly a dozen counterspells, a full removal/bounce suite, Devastation Tide as the reset, and a web of draw engines in Teferi's Ageless Insight, Archmage Emeritus, Wavebreak Hippocamp, The Unagi of Kyoshi Island, and Nezahal, Primal Tide. The deck wins one of two ways: it churns through the library with doubled cantrips until Laboratory Maniac or Jace, Wielder of Mysteries wins from an empty library (with Psychosis Crawler draining the table along the way), or it grinds the table down with Talrand, Sky Summoner drakes and Hullbreaker Horror, which turns every spell into a bounce spell. It is a patient, answer-dense control deck that rewards sequencing over speed.
