Deck overview

This is a Sultai rad-counter midrange deck helmed by The Wise Mothman. The plan layers radiation, forced milling, and proliferate to grow a board of Mutants and Phyrexian threats while opponents hemorrhage cards and life. The Wise Mothman seeds rad counters on entry and attack, then converts every nonland mill into +1/+1 counters across the team. Supporting engines-Mesmeric Orb, Altar of the Brood, Mindcrank, and The Water Crystal-keep the mill faucet open, while counter doublers (Hardened Scales, Corpsejack Menace, Branching Evolution, Winding Constrictor) and proliferate pieces (Tekuthal, Inquiry Dominus, Inexorable Tide, Evolution Sage) explode the board. Primary wins are overwhelming combat, poison via Venerated Rotpriest and toxic attackers, and the Bloodchief Ascension + Mindcrank drain loop. The commander accelerates the theme but is not required for the 99's mill-proliferate-combat package to function.
