Commander: Baral, Chief of Compliance

Bracket: 3

Deck overview

Baral, Chief of Compliance is a mono-blue draw-go control deck that uses cost reduction and a dense counterspell suite to dictate the game. The commander discounts instants and sorceries and turns every counter into a cantrip-style loot, while the deck's real win condition is card advantage: it assembles a no-maximum-hand-size effect and draws to 13 (Triskaidekaphile) or 20 (Twenty-Toed Toad) cards. It can also pivot to flying Wizard/Drake tokens, Guile-assisted spell theft, or an equipment-empowered Baral, but those are secondary. The list has no tutors and almost no permanent removal, so it leans on instant-speed interaction and creature protection to reach its alternate-win thresholds.
