Deck overview

Eluge, the Shoreless Sea is a mono-blue control deck that turns lands into Islands with flood counters to discount the first instant or sorcery each turn and grow Eluge itself. Eluge is single-faced and acts as a cost-reducer and growing beater, not a combo piece. The primary plan is to control the stack with counterspells and bounce, out-draw opponents, then win with large sea monsters and Shark Typhoon Sharks. Secondary paths use Helm of the Host to copy threats, and Imposter Mech, Mockingbird, and Blue Sun's Twilight to copy or steal opponents' best creatures. Jin-Gitaxias, Progress Tyrant is the hidden commander for value and soft lock. Hullbreaker Horror plus Sol Ring can make infinite mana but needs an extra cheap spell and an X outlet, so it is slow and unreliable.
