Deck overview

This mono-blue control deck uses Council of Reeds to bypass the legend rule and duplicate itself whenever you cast a noncreature spell before combat. The multiplying legendary tokens fuel powerful mana generators like Relic of Legends and Three Tree City while providing fodder for Opposition tap-locks. The primary win condition revolves around decisive library depletion using Bruvac the Grandiloquent paired with half-library mill spells such as Maddening Cacophony and Cut Your Losses, emptying all three opposing libraries in a single turn. Supporting routes include unblockable combat mill via The Mindskinner, asymmetric attrition from Jin-Gitaxias, Progress Tyrant, and incremental value from Court of Cunning. A deep counterspell suite featuring Fierce Guardianship and Mana Drain, combined with mass bounce like Cyclonic Rift, ensures the deck controls the tempo of the table until it deploys a game-ending mill spell.
