Deck overview

Atraxa, Praetors' Voice is the only commander and the deck is built around her proliferate trigger. The primary plan is to seed Darksteel Reactor with charge counters via Coretapper, Surge Node, Vedalken Infuser, or Power Conduit, then have Atraxa and Karn's Bastion proliferate it to 20 counters for the win. Magistrate's Scepter, Moxite Refinery, and Surge Node create occasional extra turns and can accelerate the reactor. The secondary path uses charge-counter token engines (Titan Forge, Orochi Hatchery, Riptide Replicator) and flying spacecraft such as Uthros Research Craft and Dawnsire to win in combat. No double-faced commander or hidden commander is present; The Seriema's tutor is largely ineffective because Atraxa starts in the command zone and no other legendary creature is in the 99.
