Deck overview

Bria, Riptide Rogue is the engine of a low-to-the-ground Izzet spell-slinger deck that turns cheap instants and sorceries into an army of unblockable prowess creatures. The primary plan is to chain cantrips, token makers, and damage triggers such as Talrand, Young Pyromancer, Guttersnipe, and Fiery Inscription into a wide, slightly above-rate attacking board; Bria makes a chosen creature unblockable on every noncreature cast. Secondary paths are a storm finish with Haze of Rage and an infinite-mana loop with Isochron Scepter imprinting Dramatic Reversal plus Storm-Kiln Artist, often assisted by Kitsa, Otterball Elite as a hidden commander to copy spells and dig. The deck is aggressive and redundant in payoffs, but short on tutors and enchantment answers.
