Deck overview

Elminster is an Azorius scry/planeswalker deck that converts library manipulation into mana discounts and a flying token army. The main loop is to scry repeatedly, fuel Elminster's cost reduction for expensive instants and sorceries, then use his -3 ability to turn a known high-mana top card into Faerie Dragon tokens. Anointed Procession doubles those tokens, while Storm Herd, Ancient Gold Dragon, and planeswalker ultimates offer alternate mass-threat wins. The deck also carries a control shell of counterspells, Path to Exile, Swords to Plowshares, and the Supreme Verdict/Wrath of God/Terminus wipe suite. The cleanest deterministic win is the Taigam, Ojutai Master + Approach of the Second Sun rebound line, with Narset's Reversal and Temporal Trespass as supporting combo pieces. This is a mid-paced value/control deck that wins through board presence or the two-cast Approach condition rather than a fast all-in combo.
