Deck overview

This deck is a mono-blue combo-control strategy led by Tui and La, Moon and Ocean. The commander turns every tap into a fresh card and every untap into a +1/+1 counter. The deck accelerates through early turns with efficient mana rocks like Sol Ring, Arcane Signet, and Sapphire Medallion, aiming to deploy the commander on Turn 4 with protective equipment like Lightning Greaves or Swiftfoot Boots. Once on the board, utility untappers like Aphetto Alchemist, Kelpie Guide, and Sting, the Glinting Dagger generate substantial card advantage across each table rotation. The primary win condition is a compact infinite loop: attaching Paradise Mantle or utilizing Relic of Legends alongside Freed from the Real or Pemmin's Aura on Tui and La lets you draw your entire deck and grow the commander to infinite size on Turn 5. From there, you win immediately on the same turn using Laboratory Maniac or Jace, Wielder of Mysteries, defended by efficient countermagic.
