This is a mono-blue Persistent Petitioners mill deck led by Bruvac the Grandiloquent. Bruvac doubles every mill, turning small Petitioners taps and mass-mill sorceries into lethal decking. The primary engine is Thrumming Stone: with 33 Petitioners, ripple 4 chains multiple copies into play in one turn, then you tap four Advisors to mill 12 (24 with Bruvac) repeatedly. Secondary wins are Grindstone plus Painter's Servant for infinite mill and Bruvac plus Maddening Cacophony or Fraying Sanity for one-shot mills. Jace, Wielder of Mysteries offers an alternate self-mill win. The deck plays like a creature swarm that wins by emptying libraries, not damage.
