Deck overview

This mono-blue control deck helmed by Matoya, Archon Elder converts every scry and surveil into raw card draw, turning cantrips, counters, and upkeep triggers into overwhelming advantage. The plan develops cheap ramp and Matoya, then chains scry/surveil outlets (Thassa, God of the Sea, Jace's Sanctum, Cruel Witness, bounce spells) while a dense counter suite protects the engine. Primary wins are mill locks via Psychic Corrosion, Jace's Erasure, and The Water Crystal; laboratory wins with Jace, Wielder of Mysteries; flying token swarms from Talrand, Sky Summoner, Murmuring Mystic, and Hermes, Overseer of Elpis; and infinite loops anchored on Mind Over Matter. Temporal Trespass and delve payoffs provide closing power. Matoya is the central draw engine but the 99 still functions through value creatures, tokens, and stack control if she is answered.
