Deck overview

Matoya, Archon Elder leads a mono-blue control deck that turns every scry and surveil into card draw. The deck grinds value with cheap cantrips, cost reducers, and surveil triggers, then wins by milling opponents with Drowned Secrets, Jace's Erasure, Exhibition Tidecaller, and The Water Crystal, or by attacking with large flyers like Abhorrent Oculus and Hullbreaker Horror. Matoya acts as the main draw engine, while Curator of Mysteries and Mind Over Matter form an infinite draw and mana loop and Hullbreaker Horror plus Sol Ring creates infinite mana. Both loops need a separate mill outlet to close the game. The deck plays like a draw-go control deck with heavy counters and bounce.
