Hakbal of the Surging Soul is the deck's engine and primary win condition. The plan is to cast him early and turn his start-of-combat explore trigger into steady land drops, Merfolk-sized +1/+1 counters, and a wide board. The deck is not a combo deck; it wins through repeated combat or a large counter turn.
