Deck overview

Sisay, Weatherlight Captain is a five-color legendary stax-toolbox deck that uses Sisay as a repeatable WUBRG tutor to assemble Rule of Law locks and an infinite untap engine. The primary plan is to ramp early, raise Sisay's power with multicolored legendaries, and activate her to put hate pieces like Archon of Emeria, Drannith Magistrate, and Linvala into play while bypassing its own Rule effects. The secondary win is the efficient Ioreth of the Healing House + Marvin, Murderous Mimic infinite untap loop, which with Bloom Tender, Selvala, or Gaea's Cradle makes infinite mana and lets Sisay tutor the entire deck. Derevi/Emiel/Tyvar provide a secondary inefficient value loop, and Kinnan acts as a hidden mana engine.
