Commander: Elrond, Moon-Reader

Bracket: 3

Deck overview

This is a mono-blue "untap matters" value deck helmed by Elrond, Moon-Reader, built around creatures with activated abilities - untappers, mana dorks, and draw engines - that Elrond converts into card advantage with his once-per-turn draw trigger. His expensive activated ability flickers two permanents to re-trigger ETBs, which the deck amplifies with Conjurer's Closet, Skycoach Conductor, and Marvin, Murderous Mimic. The primary win is an infinite-mana line: Urza, Lord High Artificer plus Aphetto Alchemist generates infinite blue mana, dumped into Walking Ballista. Secondary wins include Triskaidekaphile (exactly 13 cards in hand), The Millennium Calendar (doubling time counters with untap effects), and combat beats from Kappa Cannoneer, Kiora Bests the Sea God, and The Watcher in the Water. The deck plays a draw-go control game, choking opponents with counterspells and Propaganda while assembling its engine.
