Garland, Royal Kidnapper leads a Dimir monarch-theft deck that wins by controlling permanents it does not own. The commander's pump and sacrifice protection make every stolen, reanimated, or exiled-and-cast creature a durable attacker. The deck's hidden subcommander is Gisa, Glorious Resurrector: her decayed reanimation tokens stay on board because Garland forbids sacrificing them. Backup plans include blink loops with Thassa/Conjurer's Closet plus Agent of Treachery, mass reanimation from Rise of the Dark Realms and Breach the Multiverse, and casting from opponent libraries via Gix, Xanathar, and Gonti. The commander is not double-faced, and the deck is built around the front face's no-sacrifice/pump ability.
