Deck overview

This mono-blue combo-control deck uses Matoya, Archon Elder as a card-advantage engine that converts every scry and surveil effect into card draw. The primary game plan accelerates into a compact infinite combo: Isochron Scepter imprinting Dramatic Reversal with mana rocks producing three or more mana. Once assembled, this produces infinite mana and untaps, allowing Matoya to draw the entire library via scry/surveil outlets. The deck protects its setup using a dense suite of free and low-cost counterspells, such as Fierce Guardianship, Force of Will, and Mana Drain. After drawing the deck, an overloaded Cyclonic Rift clears opposing boards, and a loop involving Hullbreaker Horror, Mystic Sanctuary, and Temporal Manipulation secures infinite turns to eliminate the table. If Scepter is removed, Hullbreaker Horror and Mind Over Matter provide reliable alternate win paths.
